The issue refers to a series of acts and developments, which started to emerged in Cyprus, and as early as in the first week of November 2023. That's weeks before the Israelis came with series of unverifiable claims, that Hamas is using hospitals as "command centers". These claims were also used during previous Gaza Wars.

The presence of UNWRA in Palestine has been a thorn to the Israeli desire to establish "Greater Israel" for decades because of a detail described in its mandate:

This makes it for the Israelis impossible to achieve their goal. The ban.has no other purpose than deliberately forcing UNWRA to cease its operations to pave way to claim that the UN body is not able to protect the Palestinians, that these people are no longer refugees.
