In Israeli military terms, the Hannibal Doctrine is a controversial procedure used to prevent the capture of Israeli soldiers by enemy forces. However, on October 7, 2023, it appeared that the doctrine was used in a conflating manner, as it was to prevent the capture of Israeli soldiers and civilians by Hamas.
The Hannibal Doctrine was also used in conjunction with the Dahiya Doctrine to end the captivity of Israelis taken to Gaza.
The Dahiya Doctrine is an Israeli military strategy aimed at the large-scale destruction of civilian infrastructure in the Dahiya neighborhood of Beirut in 2008 to pressure Hezbollah to surrender. In doing so, the Israelis did not shy away from killing civilians as well. This doctrine has been used since the introduction of the "starve or surrender" strategy aimed at resistance fighters in Northern Gaza, invented in September 2024 by retired Israeli general Giroa Eiland, and implemented in November 2024.
