The Israelis have been known to us for testing new weapons since Elbit began testing its drones during the 2008 Gaza war. However, the Israeli firm was already testing its "products" during the 2006 Lebanon war. But the Israeli war belligerent is the largest customer. So, we consider secret tests of new weaponry to be on behalf of the Israeli Ministry of "Defense."

International law strictly prohibits the testing of new weapons on civilians. Directing any form of attack, including weapons testing, against a civilian population is a grave violation of international humanitarian law (IHL) and constitutes a war crime.
