“The repercussions of such crime extend beyond our people in Gaza to include the occupation’s prisoners [captives] held by the resistance, who are also affected by the lack of food, medicine and healthcare,” it added.

Israel Hayom also reported that the plan also includes targeted assassination of Hamas officials.
    Comment:
  • planning to cut off water is weaponzing water
  • forcibly displace the population is renewed ethnic cleansing
  • targeted assassination is killing people who are eligble to act in accordance to the Law of Belligerent Occupation and related UNGA resolutions.

20250302 violation ceasefire agreement Netanyahu claims "Witkoff proposal" is a ‘corridor for negotiations’ on phase two. Netanyahu said on the first day of "Witkoff’s plan" half of the captives would be released, and at the end – if agreement is reached – the remaining abductees would be released in one go.
    Comment:

The proposal was initially from Netanyahu himself but edited to look like Witkoff's. It is similar to the Abraham Accord from 2020 which was masterminded by Netanyahu but presented in a version as it was from Jared Kushner.

20250302 violation ceasefire agreement Israel has issued a threat to Hamas, saying there would be “consequences” if the Palestinian group did not agree to extend the now-ended phase one of the ceasefire agreement following a proposal put forward by the United States presidential envoy, Steve Witkoff. The US has no right to a position as participant in the talks as it it never took part.

20250302 violation ceasefire agreement Saar says the truce could not progress because Hamas has rejected “the proposed framework”, seemingly referring to a ceasefire extension of phase one that lacks an Israeli commitment to end the war on Gaza. They way how Hamas has complied to the agreement while the Israelis didn't suggest that the aforementioned letter does not exist.

20250301 violation ceasefire agreement Israel announced it would adopt a US-backed proposal for the extension of the ceasefire in Gaza throughout Ramadan and Passover, in exchange for the release of half of the remaining captives in the enclave. 20250225 phase 2 talks The first phase of the ceasefire deal between Israel and Hamas is due to end on Saturday, but it remains unclear what will follow.

“We are being very cautious,” Israeli Deputy Foreign Minister Sharren Haskel told reporters when asked whether the ceasefire might be extended without the start of negotiations on a second phase that would include difficult issues such as a final end to the war and the future governance of Gaza. “There wasn’t a particular agreement on that, but it might be a possibility,” she said. “We didn’t close the option of continuing the current ceasefire, but in return for our hostages, and they have to be returned safely.”

Hamas has proposed to release all captives remaining in the Gaza Strip in “one go” in exchange for a lasting truce and a complete Israeli army withdrawal from the besieged enclave. “We are ready for a second phase in which the prisoners will be exchanged in one go, within the criterion of reaching an agreement that leads to a permanent ceasefire and a complete withdrawal from the Strip,” Qassem said.

Former Israeli diplomat Alon Pinkas does not believe the ceasefire between Hamas and Israel will move into the second phase, due to start on March 1, which would include a permanent ceasefire and an almost full Israeli withdrawal from the Gaza Strip, with Hamas staying in power. While Hamas has been significantly degraded militarily, politically they maintain power and there’s no replacement to fill the vacuum, Pinkas said.

Trump's plan does not only undermine the ceasefire talks:

The Responsibility to Protect – known as R2P – is an international norm that seeks to ensure that the international community never again fails to halt the mass atrocity crimes of genocide, war crimes, ethnic cleansing and crimes against humanity. The concept emerged in response to the failure of the international community to adequately respond to mass atrocities committed in Rwanda and the former Yugoslavia during the 1990s. The International Committee on Intervention and State Sovereignty developed the concept of R2P during 2001. It was unanimously adopted, including by the US,  in 2005 at the UN World Summit, the largest gathering of Heads of State and Government in history.

Trump's plan violates A/RES/60/1.  2005 World Summit Outcome .
