Israel Hayom also reported that the plan also includes targeted assassination of Hamas officials.
      Comment:
  • planning to cut off water is weaponzing water
  • forcibly displace the population is renewed ethnic cleansing
  • targeted assassination is killing people who are eligble to act in accordance to the Law of Belligerent Occupation and related UNGA resolutions.

Netanyahu said on the first day of "Witkoff’s plan" half of the captives would be released, and at the end – if agreement is reached – the remaining abductees would be released in one go.
      Comment:

The proposal was initially from Netanyahu himself but edited to look like Witkoff's. It is similar to the Abraham Accord from 2020 which was masterminded by Netanyahu but presented in a version as it was from Jared Kushner.

20250302 easefire agreement 66 Israel has issued a threat to Hamas, saying there would be “consequences” if the Palestinian group did not agree to extend the now-ended phase one of the ceasefire agreement following a proposal put forward by the United States presidential envoy, Steve Witkoff. Former Israeli diplomat Alon Pinkas does not believe the ceasefire between Hamas and Israel will move into the second phase, due to start on March 1, which would include a permanent ceasefire and an almost full Israeli withdrawal from the Gaza Strip, with Hamas staying in power. While Hamas has been significantly degraded militarily, politically they maintain power and there’s no replacement to fill the vacuum, Pinkas said.

20250320     US Ambassador Dorothy Shea has told the UN Security Council that Hamas “bears the sole responsibility for the war and the resumption of hostilities” in Gaza, after a failure to respond to President Donald Trump’s warnings. “Trump has been clear: Hamas must release all hostages now or there will be hell to pay. Fighting could end tomorrow if Hamas released the hostages and laid down its weapons,” the group “refused time and time again to accept proposals to extend the ceasefire. We must recognise Hamas for what it is: a savage terrorist organisation that purposefully committed the worst massacre of Jews since the Holocaust
      Comment

Hamas refused attempts by the US and Israel to extend the first phase of the ceasefire, but remained committed to implementing the three phase deal in its original form, all had agreed on, which required moving to the second phase of the agreement that included the release of more captives and a permanent end to the war.

The US is to be accused of following the notorious footsteps of exploiting the holocaust the Israelis are resorting to since the words of David Ben-Gurion in 1956 when used the holocaust to justify the secret construction of the Dimona reactor by saying 'to prevent a second holocaust from happening."

20250320     A UN Security Council meeting focusing on captives held in Gaza has been requested by Israel and the US, Al Jazeera correspondents at the UN headquarters in New York have said. Israeli ambassador Danny Danon said former captive Eli Sharabi was expected to open today’s session with a testimony. Sharabi met earlier this month with US President Donald Trump in the White House, and with UK Prime Minister Keir Starmer at 10 Downing Street.

20250320     Alon Liel, former director general of Israel’s Foreign Ministry, has told Al Jazeera from Tel Aviv that the real reason behind the resumption of the war was “political”. “The Israeli government doesn’t want long-term negotiations about the future of Gaza because it does not agree to any solution but Israeli control. So, the closer you get to serious negotiations about the day after, you don’t have Israel as part of it. There is a lot of public confusion here with what is going on, and we are very, very worried for the future of the hostages. Their families are devastated. So, the mood is very, very angry about the recent developments,” Liel said, adding that the only way out is “massive support for the Arab League plan for the day after in Gaza."

20250320     Basem Naim, a member of the Hamas Political Bureau: “We received in the last few days before the brutal aggression against our people in the Gaza Strip a new American proposal from Mr Witkoff [the US envoy] through the mediators. This was a “bridging proposal which will see the exchange of prisoners for a return to the condition’s first phase, a temporary ceasefire, the opening of borders and aid into Gaza and engaging in second-phase negotiations”.

Naim said the parties were close to a breakthrough until Netanyahu decided to launch the latest attacks for his “internal political calculations” to appease the far right.

20250319 ceasefire agreement   The US State Department says there is still “a bridge proposal” on the table that would extend the ceasefire in Gaza.

“Right now, we still have a bridge proposal on the table that would extend the ceasefire and see the release of five live hostages, including American Edan Alexander,” a State Department spokesperson said, according to Reuters. “It would also see the release of a substantial number of Palestinians held in Israeli jails. The opportunity is still there, but it’s closing fast.”

20250319     The international community must act immediately and collectively push for restoring the ceasefire and the implementation of its phases. This crime not only constitutes a flagrant violation of international humanitarian law, but also comes in the context of the occupation’s systematic policy of targeting civilians and humanitarian and relief workers, with the aim of terrorising them and discouraging them from performing their humanitarian duty towards our people, and deepening the humanitarian catastrophe that the Gaza Strip is experiencing.”

20250319 violation IHL-Rule 31   Hamas has issued a statement about the Israeli attack on the UN guest house in Deir al-Balah, Central Gaza, used by foreign workers, killing one employee and wounded of five others.

20250319 violation CIHL-Rule 129   An Israeli artillery attack in southern Gaza’s Abasan al-Jadida town, near the city of Khan Younis, has injured a group of Palestinian civilians. The exact number of casualties is unclear. The attack comes after the Israeli belligerent demanded civilians evacuate Abasan al-Jadida, threatening it would become a “dangerous combat zone."
20250319 violation CIHL-Rule 129   The military’s Arabic language spokesperson, Avichay Adraee, has renewed a call for residents in a number of neighbourhoods in eastern Gaza to urgently flee. The designated areas are Beit Hanoon, Khirbet Khuza’a, Abasan al-Kabira and Abasan al-Jadida. Issuing the warning for a second day in a row, Adraee said civilians who stay in these areas are putting their lives at risk. He instructed them to head to shelters in western Gaza City or Khan Younis.
      COMMENT

The Israelis never provide evidence to justify the designation of a civilian area as a combat zone, which, by international law, is illegal as it is then refusing distinction of civilian areas and military objectives.

20250319     Israeli police have detained retired Israeli Air Force Brigadier General Amir Haskel, a prominent anti-government activist, as he was staging a protest at Netanyahu’s private residence in Jerusalem, according to local media. Haskel was using a megaphone to accuse the prime minister of “murdering the ceasefire and chance to save the hostages” when he was arrested and taken to the Moriah police station, ahead of demonstrations this afternoon.
20250319     Yair Lapid, Israel’s opposition leader and former prime minister, has called on the public to rally against the government of PM Netanyahu, accusing it of having “no red lines” after resuming war in Gaza.
20250319     Taher al-Nono, a Hamas official: “Hamas has not closed the door on negotiations but we insist there is no need for new agreements. There is also a [UN] Security Council resolution. We have positively responded to all the efforts made towards us. It was Netanyahu that has backed down on the agreement. It was Netanyahu who turned a blind eye to it. Therefore, it is Netanyahu, not Hamas or the [Palestinian] resistance, that should be pressured to comply. Israel has no justification to their actions, past or present. They continue to breach the agreement they had signed."
20250319 violation CIHL-Rule 129   Israeli forces continue to target new areas across Gaza, including southern, central and northern parts. They dropped leaflets on the northern parts of Gaza, especially Beit Hanoon, telling Palestinians to evacuate. They also dropped leaflets over Khan Younis, telling Palestinians to evacuate to the western part of al-Mawasi. Many Palestinians, especially those in Beit Hanoon and other northern areas, decided not to evacuate because they say they do not have anything to lose and refuse to repeat the displacement journey.
20250318     Hamas spokesperson Osama Hamdan to Al Jazeera: “They were surprised that we were committed to [the ceasefire] and that every step that was taken by the resistance was in line with what we agreed upon while everything that Israel did was after consultations with the Americans. So if they think that such operations will change the agreement, they are delusional. The agreement we agreed in 2024 was violated and rejected by the Israelis, but then they had to commit to it again in 2025. Now, they are trying to reject or destroy this agreement, but it will not lead to the results the Americans and Israelis hope for. That’s why it’s better for the Americans to go back to their senses and understand that what is happening will only create more instability in the region."
20250318     The Israeli army claimed that Hamas was planning some sort of an attack before the strikes but again provided no proof of those claims in its statement. This is a pattern by the Israeli military throughout 15 months of fighting – in fact since October 2023.
20250318     According to the Israelis, the plans for the attacks were drawn out by the military last week and given to Prime Minister Netanyahu and his defence minister. They were kept within a small closed circle because the Israeli officials did not want the information to be leaked. They said they wanted these attacks to be a surprise even though the civilian casualties within Gaza have been catastrophic.
20250318     Palestinian ambassador Riyad Mansour at the United Nations: “There should not be unilateral, self-serving, and irresponsible decisions to excuse breaking the ceasefire. While the Trump administration has prioritised the release of hostages, it is evident that Netanyahu’s concern for his political survival far outweighs his concern for the survival of the hostages.”
20250318     The blame for the resumption of hostilities lies solely with Hamas,” Ambassador Dorothy Shea said, charging that the group had refused every proposal and deadline to extend the ceasefire and allow time to negotiate a framework for a permanent ceasefire.

20250318     Hamas spokesperson Abdel-Latif al-Qanou in a statement on Telegram: "The group is “dealing responsibly and positively with whatever is proposed to stop the aggression and lift the siege. The [US] proposal was on the negotiating table, and Hamas did not reject it and dealt with it positively. Netanyahu resumed the war to thwart the agreement. Hamas’s interest was in the continuation of the agreement, and it will continue to deal flexibly and positively with the mediators to repel the aggression against our people and compel the occupation to abide by the agreement.
20250318     Houthi spokesman Yahya Saree: "We will “continue to confront the criminal American enemy and prevent Israeli navigation until the aggression stops, the blockade is lifted, and aid is allowed into the Gaza Strip”.
20250318     Israelis are saying that resuming attacks are intended to free the Israeli captives and to force Hamas back to the negotiating table. 20250318     The ministry affirms that political solutions are key to achieving calm, stopping the aggression, and restoring the political horizon for resolving the conflict,” the ministry added, calling for “urgent international intervention to stop the crime of genocide and the displacement of our people in Gaza.” - Palestinian Foreign Ministry.
20250318 Hannibal directive   The Israeli minister who is holding the governing coalition together, Finance Minister Bezalel Smotrich, could not hide his celebration and said this military assault will continue, will escalate and that this is the only way forward. A few weeks ago, this same minister said the tactic Israel would be following is to put forward a proposal that Hamas simply cannot accept in order to resume the war.

According to the Israeli media, the decision to carry out this assault was taken a week ago, so this was not an assault based on a development that Israel saw on the ground. The framing of this is about releasing the Israeli captives, but we have to remember that this is all about messaging.

20250318     Israeli politicians have cheered on the renewed attacks on Gaza, which have so far killed hundreds of people, including many children. Far-right Finance Minister Bezalel Smotrich said the return “to intensive attacks” on Gaza is a gradual process that had been planned since the new Israeli army chief of staff took office earlier this month. He added the return to fighting will be “completely different” from before. The far-right politician Itamar Ben-Gvir, who resigned from his post as national security minister over the ceasefire deal, argued that returning to fighting is a “correct and justified step”.
20250318     Ireland’s Prime Minister Micheal Martin condemns the Israeli violence, calling “on all parties to respect the ceasefire and the agreement to release hostages and return to negotiations”.

“I will be discussing the serious situation in the Middle East with EU leaders at this week’s meeting of the European Council and will be urging that we agree a clear and united EU position aimed at stopping any further escalation,”

White House National Security Council spokesperson Brian Hughes told The Times of Israel that  “Hamas could have released hostages to extend the ceasefire, but instead chose refusal and war”.

Hamas complied with all terms of phase one of the ceasefire agreement that was signed with Israel on January 17, with Egypt and Qatar as mediators, and the US as guarantor.

20250318     Investigations into Netanyahu’s behaviour and those of senior staff in the prime minister’s office have been opened by the national police and Shin Bet security service, he said. Trump's plan does not only undermine the ceasefire talks.

The Responsibility to Protect – known as R2P – is an international norm that seeks to ensure that the international community never again fails to halt the mass atrocity crimes of genocide, war crimes, ethnic cleansing and crimes against humanity. The concept emerged in response to the failure of the international community to adequately respond to mass atrocities committed in Rwanda and the former Yugoslavia during the 1990s. The International Committee on Intervention and State Sovereignty developed the concept of R2P during 2001. It was unanimously adopted, including by the US,  in 2005 at the UN World Summit, the largest gathering of Heads of State and Government in history.

Trump's plan violates A/RES/60/1.  2005 World Summit Outcome .
