UN experts said there were "grounds to believe," which is a preliminary finding based on information only from the Israeli side. However, the UNHRC could not match information as it was not allowed to interview former Israeli captives and members of Hamas. In June 2024, the Israelis imposed self-protective measures by stopping automatic visa applications for all UN workers.
