The European Parliamentary Assembly considers that the use of armed drones for targeted killings raises serious questions in terms of human rights and other branches of international law. However, the use of armed drones by the Israelis in Gaza is a method of targeted killing in a time of war that amounts to extrajudicial execution which makes the use of armed drones this way a war crime, Article 2(4) of the United Nations Charter prohibits 'the threat or use of force against the territorial integrity' of another state. This self-evidently includes drone strikes, the use of which by one state on the territory of another would be a prima facie breach of Article 2(4). 'Other states' refers also to the State Of Palestine even when it is determined as under occupation contrary to the reality that reveals the process of a gradual annexation. Gaza is part of this state. |
