Why is it not about a "resettlement" but recolonization?

A settler is a person who decides to leave his or her country of birth to start a new life in another country and with no intention to take possession of any part of the land by force.

A colonist is a person who decides to leave his or her country of birth to take any part of the land in another country by force first, then starts to build a new life.
