International law, specifically International Humanitarian Law (IHL) or laws of war, strictly prohibits the deliberate killing of civilians by any belligerent, considering it a war crime, as parties must always distinguish between combatants and civilians, targeting only military objectives. Intentionally targeting or wilfully killing civilians, including with sniper fire, is a grave breach and potential war crime, even for unlawful combatants.
