COGAT is a unit within the military belligerent. It portrays itself as "Coordination of Government Activities in the Territories: Judea and Samaria and towards the Gaza Strip | Coordinating and facilitating humanitarian aid for Gaza."

First, there is no Judea and Samaria, as the population in the West Bank does not include descendants of Judeans and Samaritans. Those in the West Bank consist of colonists from around the world who have been illegally transferred to the occupied territory. Bedouins many of them deported from the habitat in the Negev Desert, and Palestinians.

We have studied their activities in the West Bank, and discovered that COGAT is responsible for demolitions of Palestinian houses and residential buildings under illegitimate pretext of "built without permit," or as punishment, which is in violation of 'administrator' as defined in the Rules of Occupation (formerly Rules of Military Occupation). It approves outposts as location for new settlements set up by illegal colonists in the West Bank. 

In Gaza but before the so-called war, the unit controls, not coordinates, all goods going in and out and blocks goods it considers as 'dual-use' such as construction material. In 2010, we found documents showing that COGAT was running a calorie scheme. Two years later, we found new documents. The Israelis have used starvation tactics before. Since October 7, 2023, the unit is responsible for the execution of the order by Yoav Gallant, that no food, water, medicines, and other humanitarian needs enters Gaza. 

Ghassan Alian, a Israeli Druse, is the current commander of the unit. He can be held responsible for the starvation in Gaza, as it is not only carried out under his command. He is also the executioner of Gallant's order.
