In international law, a civilian is generally defined as any person who is not a member of a country's armed forces. This includes individuals who are not part of the military, police, or other security forces of a state or organized armed group. Importantly, civilians who directly participate in hostilities lose their protection from attack for the duration of their participation.

In Gaza, a civilian is any person under Israeli occupation who is not a member of the resistance. Documented evidence, however, shows that the Israelis treat everyone and everything that moves and not move as Hamas. This is provenly showing willful refusing distinction of civilians and military objectives by viewing everyone and everything in Gaza as military objective.

Conflation means the merging of two or more sets of information, texts, ideas, etc. into one. To translate the meaning into the views of the Israeli brazen hardliners:

• "There are no innocent civilians" 
• "They are all Hamas because they voted for Hamas"
• "There are 2.1 million terrorists in Gaza"
• "We are fighting 'Hamas'"  (We could not find any video showing visibly direct engagement by Israeli troops, but Qassam Brigades with them)
• "Treat everyone and everything that moves and not move as Hamas" (a doctrine in the Israeli army)
• "Every newborn in Gaza is a new Hamas"

This explains why there are more than 61,000 (August 2025) Palestinians killed by the Israelis in Gaza compared to the Israeli losses of 1.139 on October 7, 2023.

The Israelis are systematically claiming that Hamas was among the people without providing any evidence of authentic nature showing that selecting and targeting of more than one person was of legitimate military objective, while meaning "they are all Hamas." We do not consider Israeli and pro-Israeli social media posts as evidence, but official documents verified on the ground by independent parties and confirmed. 

Based on this Israeli action, GLOSM/PARES has decided to treat all information found as "war crime as part of 'Killing members of a group' as defined in the Genocide Convention, confirmed by viewing" as long as the Israelis do not allow anyone from outside, and who does have no relation to the parties involved, to verify
