In international law, a civilian is generally defined as any person who is not a member of a country's armed forces. This includes individuals who are not part of the military, police, or other security forces of a state or organized armed group. Importantly, civilians who directly participate in hostilities lose their protection from attack for the duration of their participation.
In Gaza, a civilian is any person under Israeli occupation who is not a member of the resistance. Documented evidence, however, shows that the Israelis treat everyone and everything that moves and not move as Hamas. This is called war conflation, or provenly showing to refuse distinction of civilians and military objectives by viewing everyone and everything in Gaza as military objective. We consider this heinous violation as both 'killing members of the group' as defined in the Genocide Convention and the crime against humanity of extermination.
